Place: Nairobi with regular travel to Sudan upon VISA approval

JOB CONTEXT:
Humanity & Inclusion (HI), together with a local NGO will start a project in Sudan. Due to the administrative constraints to obtain visas in Sudan, the HI team will be based in Nairobi, providing remote support to the local partners. Depending on VISA approval, HI teams will have the possibility to travel to Sudan for field and monitoring visits. The project includes physical and functional rehabilitation, MHPSS, Protection and Inclusive Humanitarian Action.
Under the supervision of the Country Director , the MEAL Officer is responsible for ensuring the proper implementation of monitoring & evaluation, accountability & learning, and information management systems. This job will emphasize on the setup of the MEAL processes while supporting the local NGO in its MEAL processes.
YOUR MISSION:
Mission 1: Strategy and steering
- Contributes to defining MEAL and Information Management action plan, implements this action plan and then monitors it.
- Participates in strengthening the MEAL/IM skills of HI’s partner in Sudan.
Mission 2: Standards and expertise
- Responsibility 1: Designs the program’s MEAL and IM systems and monitors their implementation and quality.
- In close coordination with the partner, is responsible for defining systems for monitoring, data collection, information management, evaluation, accountability to populations, learning and knowledge management that are adapted to the context of intervention and ensure compliance with HI standards.
Mission 3: Operational implementation
Responsibility 1: Supports HI’s partner to implement the minimum project management processes described in the Project Quality Policy (PQP) and guidelines.
- Trains and accompanies the project’s team in the PQP methodology guidelines and their application to the programme.
- Ensures the proper planning and implementation of essential project management processes on each project.
Responsibility 2: Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards when conducting surveys.
- Ensures the systematic drafting of monitoring plans and the regular monitoring of project indicators.
- Provide the partner with technical support and train project teams and surveyors in monitoring methods and conducting surveys. Supports the design of questionnaires and survey protocols.
Responsibility 3: Is responsible for the development and implementation of the data and management systems defined at the programme level.
- Develops Mobile Data Collection forms as required and ensures the recording and processing of data for the surveys implemented.
- Contributes to the compilation of needs for data analyses and to the creation of dashboards.
- Ensures access to relevant internal and external operational information for all staff.
Responsibility 5: Is responsible for the application of the mechanisms defined by the Programme / Regional MEAL manager to provide accountability to affected populations.
- Support the partner in the definition and implementation of population accountability mechanisms in line with HI standards.
- Provides regular feedback to partner and HI senior management on the accountability mechanisms in place to enable the continuous improvement of interventions.
Responsibility 6: Contributes to learning and the continuous improvement of HI’s interventions.
- Is responsible for implementing processes and methods for collecting, analyzing, modelling and ownership of the knowledge produced, by the frameworks defined by the Program / Regional MEAL manager.
- Ensures the sharing of knowledge produced internally on the program and more broadly at the organization level by using HI Library.
Responsibility 7: Contributes to the external representation and promotion of HI’s MEAL expertise.
- Represents HI’s MEAL and IM expertise in all relevant networks in his or her geographical area of intervention
YOUR PROFILE:
Educational background and experience
- Qualifications: Master’s degree in humanitarian aid and/or development and/or international project management, or other related and relevant fields (international studies, etc.
- Experience: Minimum 3 years’ experience in the field of humanitarian aid and development project coordination, including at least 2 years in MEAL-related jobs.
