General Description of the Programme:
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self-reliance of vulnerable and marginalised migrants and host community members in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.
GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.
GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.
Job purpose:
A compliance manager responsibility to keep the legal and ethical integrity of GOAL intact through policy enforcement and program planning. He/she makes sure all departments of GOAL Syria and Turkey Programmes are complying with the rules and regulations of the donors and GOAL. He/she will be responsible for keeping up-to-date with changing in the rules and the regulation of the donors. He/she will be managing Compliance Staff in Syria and Turkey, and will work under the supervision of the Compliance Coordinator (CC).
Duties, objectives and competencies
- Monitor applicable changes to requirements to mitigate risks and achieve compliance
- Provide consultative advice to functional operating areas to aid in achieving compliance
- Assist CC and works with the other Department and as appropriate to develop an effective compliance training program for GOALs’ staff and partners/sub-grantees,
- Deliver appropriate introductory training for new employees as well as ongoing training for all employees and managers.
- Develop plan with relevant department managers and staff in relation to corrective actions
- Collaborates with other departments (e.g., Internal Audit, HR, Procurement, etc.) to direct compliance issues raised in Compliance Quarterly reports (Turkey and Syria) to appropriate existing channels resolution.
- Review the Compliance Quarterly reports process and make suggestions for improvement and make any necessary changes to the process.
- Staff Management: working closely with CC to:
- Set goals for the Compliance Staff, and decide what work needs to be done to meet those goals
- Divides the work into manageable activities, and selects the appropriate methods to accomplish the tasks that need to be done.
- Build the capacity of the staff through specific trainings about Donor regulations and Partnerships
- Ensure that all appropriate donor formats are available in-country and that key contributing staff have a clear understanding of donor requirements and expectations at the proposal, kick off, amendment, reporting, close out and audit stage of awards
- Facilitating external audits as required.
- Assist the CC in in preparing and Attending GMMs
- Respond to queries from field offices and country office which are mainly on CM level only and discuss critical issues with CC
- Working with CC to identify Compliance Department objectives yearly plan and follow up on this plan with Compliance Staff to ensure that this plan is well implemented.
- Any other duties as requested by CC.
Sub Awards Management:
- Reviewing partnership funding agreements.
- Identify Partnership capacity building on compliance issues (donor rules, Ethics & Compliance Policies, etc)
- Work with program staff to ensure relevant donor requirements are effectively communicated and understood by implementing partners.
- Work with Partners Compliance Team on reviewing The Financial Reports and Finalizing the Partners Compliance Report
- Assist CC in review implementing partner assessments, reviews, and other internal or external audit reports and ensure any issues and action points for GOAL or the partners to address are clearly documented and communicated with the relevant people in GOAL. Ensure that management and staff follow up on these issues and close any action points in a timely manner.
Vetting:
- Gathering and checking all the required information for the Vetting Application.
- Uploading and checking all the required information in the Vetting Information.
- Keeping a tracker for all the vetting requests and follow up on any changes for the KIVs.
Requirements (essential)
- Turkish Citizenship.
- University graduate, background in, management, administration, finance or related field.
- Knowledge of the requirements of the major donors and experience in reporting to donors (USAID, ECHO, DFID, ….)
- Excellent computer skill in Microsoft Word, Microsoft Excel and other Microsoft office Programmes.
- Ability to learn new systems and IT software quickly and effectively.
- Proven track record in management role.
- Good attention to detail and analytical skills.
- Ability to work independently on own initiative, assess risk and make plans accordingly.
- Good English and Arabic (spoken and written), Turkish advantage.
- Prepared to work in insecure environments.
- Flexible and creative approach with a proven ability to resolve issues and identify solutions;
- Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure;
- Excellent communication skills while interacting with colleagues and partners.
- Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities.
Requirements (desired)
- At least 6 years experiences in NGO sector.
- At least 4 years compliance or grants or finance experience (audit or Donor experience strongly preferred) and 2 years managing experience.
- Previous experience training others an advantage
