Job Title: Chief Technical Advisor – Hospitality Training Expert

Location: Cotonou, Benin

Contract duration: 36 months fixed-term consultancy contract

Reporting to: The resident Representative (RR)

DRS is looking, on behalf of our client, INGO, for a Chief Technical Advisor – Hospitality Training Expert to represent INGO in the project execution structure.The activity’s overall purpose is to carry an organization’s values, rely on the capacity-building mission, and participate in implementing the Agency’s vision.

Key Areas of Responsibility:

Implement the Activities

Support the RR in steering the formulation in close collaboration with the country office program manager :

– Accompany and support the formulation of the mission, facilitate data collection and analysis,

– Participate in the establishment and maintenance of the local formulation steering committee and the internal formulation committee at INGO,

– Contribute to the development of the DTF, including its annexes with the logical framework and indicators with possibly the establishment of fundamental values already in formulation,

– Supervise the teams recruited to carry out institutional diagnoses and the drafting of certain Operational Partnership Agreements (APO);

Prepare, monitor, and close Operational Partnership Agreements (OPA):

– Assume responsibility for the stages of preparing an APO until its signature and participate in meetings of the “modalities-instruments” committee,

– Draft the Terms of Reference (ToR) for the analysis of capacities and risks (planning, technical execution, monitoring/evaluation, controls, cross-cutting themes),

– Analyze and validate within the framework of the “modalities-instruments” committee the delegation plan and the choice of instruments,

Plan tasks and activities:

– Develop all or part of the multi-year action plan (depending on the tasks and activities incumbent upon it according to the terms of reference),

– Present the action plan to the steering committee and have it validated,

– Prepare, taking into account the priorities of the counterpart, and update the planning of the tasks and activities incumbent upon it according to the terms of reference on an annual and multi-annual basis and have it validated by the Country/Regional Office (ROF),

Ensure the administrative management of the project.

Manage the office :

– Manage the resources intended for the operation of the project (equipment, furniture, vehicles, etc.),

– Ensure the management of supplies and logistics necessary for the smooth running of project activities,

– Manage costs related to the operation of the office (rent, operating costs, salaries, etc.),

Manage Human Resources (HR):

– Identify HR needs and manage the recruitment of local staff and local experts,

– Establish employment contracts and ensure compliance with labor law and internal regulations,

– Ensure the application of the salary policy determined by the ROF and Establish the payroll,

– Ensure the medium and long-term adequacy of resources in relation to needs (forward management of jobs),

Manage project finances

· Develop the budget and programming:

– Break down the multi-annual budget into annual budgets,

– Update the multi-year budget,

– Prepare the financial programming relating to the implementation of tasks and activities and have it validated by the steering committee,

– Monitor the budget and update programming;

Track results

Revise the objectively verifiable indicators (OVI):

– Present the quantitative and qualitative analysis of risks as well as success and failure factors,

– Revise the prerequisites and IOVs proposed by the DTF,

Follow the IOV :

– Set up information collection mechanisms and IOV monitoring dashboards,

– Ensure specific monitoring of cross-cutting themes based on the screening results.

Building capacity

· Build capacity at the individual level:

– Support the partner in identifying training needs and developing the related action plan,

· Build capacity at the organizational level:

– Support the implementation or strengthen reporting, monitoring and management systems,

Required Qualification

Level of education required for the position:

· Master’s degree or other Bac+5

· Specialisation in Hospitality, Catering or Tourism

· Specialisation in Management (optional)

· Studies in teaching methods

· French language (C1-C2)

Level of previous experience required for the position

· Similar positions at the head of a significant TVET project in the hotel, restaurant, or tourism sectors

· At least 10 years of professional experience (Compulsory)

· 10 of which in technical education (Compulsory),

· preferably at the head of an institution (Optional)

· Development of vocational and technical education infrastructure (Optional)

Other

· Experience in West Africa (Benin or similar)

· Managing Development (ODA) projects
