Consultant VII – Physical Therapy and Rehabilitation (PTR) Advisor

TERMS OF REFERENCE

BACKGROUND

International Medical Corps plans to respond to an anticipated Request for Proposals in Ukraine. International Medical Corps seeks an experienced and strong candidate with a proven track record in physical therapy and rehabilitation (PTR) services and disabilities to serve in the role as “Technical focal point” for the program design and proposal development processes. The objective of the donor’s funding is to strengthen physical rehabilitation services that are inclusive of AT to address the physical rehabilitation needs of all Ukrainians in the short and long-term.

The estimated duration of the consultancy will span a period of four months. As a “Technical focal point” the consultant will be a core proposal team member, working closely and collaboratively with the Country Program, Technical Unit, and New Business Development teams. S/he will report to the Senior Manager, Business Development with a dotted line to the Director, Technical Unit. Preferably, s/he will be able to travel to be based with the Country Program team in Ukraine during the proposal process; however, options for a remote consultancy will be explored.

PURPOSE OF THE ASSIGNMENT:

The primary focus of the Technical Consultant will be to steward and provide guidance for the design phase, resulting in a comprehensive and responsive technical approach for a multi-year, PTR systems strengthening and service delivery project to be implemented in Ukraine.

SCOPE OF THE ASSIGNMENT:

  • Provide technical leadership for designing a project focusing on increasing access to and availability of affordable, quality and sustainable physical rehabilitation services.
  • Generate evidence, knowledge, and best practice models for implementing “low-cost, high impact” interventions in line with the donor’s expected results and requirements.
  • Explore and identify new innovative modalities for PTR service delivery in contexts with geopolitical and security challenges and explore feasibility with all counterparts on the proposal team, particularly with Country Program technical focal points for each targeted region.
  • Ensure strong collaboration with International Medical Corps Technical advisors and the country team during the proposal development process.
  • Actively participate in development of and adherence to – proposal coordination, strategies, work planning, timelines, and win themes.
  • Ensure all aspects of the technical approach and overall program design are aligned, cohesive, responsive to donor’s requirements, contextualized per targeted region (per proposal), and represented well; this includes across all components of the application – problem analysis, theory of change, technical narrative, budget, MEAL plan and measurement framework, and any required annexes.
  • Responsible for writing technical approach and other relevant components of the technical application as identified and agreed upon with Proposal Manager and core proposal team.
  • Actively participate in all proposal coordination meetings, providing significant support to the Proposal Manager leading the overall bid management.

DELIVERABLES DESCRIPTION:

Phase 1

  1. Participate with technical design workshop/sessions with relevant team members.
  2. Support the development of the comprehensive draft project design of IMC’s core competencies and global quality standards.

Due: 31 December 2023

Phase 2

  1. Ensure alignment of the draft project design with the contents of the final RFA
  2. Support the final development of a holistic technical design including Theory of Change, Evidence-based strategies, Technical Approach, and other technical components per RFA requirements.
  3. Produce written technical sections of proposal, as requested.

IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES

The consultancy will be divided in two phases:

Phase 1: will contribute to the research and pre-release design of the proposal

Phase 2: will focus on finalizing the design and approaches once the RFA has been released

QUALIFICATIONS

  • Diploma in Physical Rehabilitation, physiotherapy or orthotist/prosthetist
  • Training in public health will be preferred.

Experience

  • A minimum of 10 years’ experience in designing and implementing programs focused on PTR service delivery and systems strengthening.
  • Deep understanding of the PTR sector and the priorities in conflict and early recovering settings.
  • Experience working with USAID, and other major donors in the development of multi-year, high-value bids.
  • Demonstrated track record of working with government health agencies and other key health stakeholders.
  • Experience in the Ukrainian context is a plus

Competency

  • Professional technical knowledge and expertise in PTR and necessary structures and interventions to strengthen the systems in conflict affected areas.
  • Willing to travel to Kyiv, if required.
  • Knowledge of existing health structure and ongoing reform and recovery of Ukrainian’s health care system desirable

Language(s)

  • Fluency in written and spoken English.
  • Working knowledge of Ukrainian and/or Russian language desirable
