THE OPPORTUNITY

The objective of the position is to provide strategic direction and technical leadership to all programmatic aspects of Save the Children Peru’s humanitarian and emergency response, including disaster risk reduction. Ensure that program activities are effective and meet the long-term goals and objectives of Save the Children, its donors and the target population.

Ensure intersectoral collaboration between technical units. Ensure funding proposals are developed and donor reporting requirements are met, and are of the highest standard. Ensure that Save the Children’s commitment to improving the quality and accountability of humanitarian work is respected and all relevant policies and procedures regarding the protection, health and safety of children are followed.

In the event of an emergency situation, flexibility is expected from the position holder to work outside of their usual job description and to be able to adapt to required tasks and schedules as needed.

Requirements

  • University professional with a master’s degree in fields such as Social Development, International Relations or similar.
  • Minimum 8 years experience advising, preparing and responding to humanitarian programs in various fragile or complex contexts.
  • Fluency in English, both verbal and written.

Knowledge

  • Deep understanding of international humanitarian aid systems and agencies.
  • Extensive knowledge of the concepts, policies, frameworks, strategies and components of the humanitarian response and transition program, as well as the concepts and frameworks of development.

Responsibilities

  • Comply with the work plan according to the Project Operational Plan and coordinated in accordance with the activities planned in Protection in person and / or virtual.
  • Execute the role of lead technical advisor and strategist for all humanitarian programming in Peru with a view to strengthening integration across sectors, influencing key stakeholders, and promoting greater preparedness and early action.
  • Expand the humanitarian programming portfolio by building capacity of field staff, developing partnerships and networks, as well as developing new funding opportunities in collaboration with the Program Impact and Quality team.
  • Monitor and develop understanding of the ongoing national context and vulnerabilities and produce periodic high-level reviews for the Save the Children movement
  • Coordinate periodic technical support visits to the execution sites to ensure that programming meets or exceeds international standards and corresponds to work plans and budgets in close coordination with the Director of the Operational Program.
  • Work closely with HR, logistics, security and operations teams to ensure efficient delivery and support of humanitarian programs.
  • Monitor information on the humanitarian context in the country and region and use existing data sources to maintain a regional humanitarian overview for use in planning and proposal development.
  • Lead the development of the humanitarian preparedness and response strategy and contingency plans of the country program and establish close links with the Save the Children’s humanitarian team
  • Develop a funding strategy for humanitarian programs and enable the country office to fulfill its humanitarian response strategy.
  • Ensure that the objectives and activities of the humanitarian program are agreed in the context of Save the Children’s values, goals and objectives.
  • Represent Save the Children in forums, workshops and national meetings on humanitarian issues.
  • Establish and maintain strong relationships with key national partners and coordinate with other international NGOs with humanitarian capacity, including colleagues from the government and the United Nations.
