OUR GOALS

TDA identifies the following as goals that should guide the efforts of political transition:

  • Supporting civil initiatives locally inside Syria and supplying them with knowledge in the areas of justice, human rights, and the political transition from an authoritarian regime to a democratic one.
  • Supporting justice and accountability efforts by supporting victims of human rights violations in Syria, especially victims of arbitrary arrest, enforced disappearance and displacement, and monitoring patterns of violations and raising awareness of relevant actors and stakeholders.
  • Supporting the efforts of the political transition from its position in the Syrian civil society in line with its values and objectives.
  • Coordinating the efforts of Syrian civil society in the areas of transitional justice and engaging in the formulation of a political transition.

Job Title: Finance Manager

Department: Finance

Reports to: Executive Director

Job purpose:

The primary responsibility of the Finance manager is to oversee financial operations and procurement activities while ensuring compliance with internal and external regulations.

Duties and Responsibilities:

  • Develop and implement financial policies, procedures, and controls in line with the organization’s goals and regulatory requirements.
  • Manage the TDA’s financial resources, including budgeting, forecasting, and financial reporting.
  • Oversee the procurement process, which includes sourcing suppliers, evaluating bids, negotiating contracts, and ensuring timely delivery of goods and services. also establish and maintain a procurement system that is transparent, cost-effective, and in line with organizational policies.
  • Ensures that TDA’s procurement processes are carried out in full compliance with the relevant policies.
  • Collaborate with program managers and project teams to develop project budgets, monitor spending, and provide financial guidance.
  • Oversee the preparation of financial statements, including income statements, balance sheets, and cash flow statements.
  • Ensures that TDA accounts are recorded and documented accurately, in compliance with relevant policies, and in a timely manner.
  • Prepare accurate and timely financial statements, reports, and analysis for management and donors.
  • Liaise with donors, government authorities, and external auditors for financial and procurement-related matters.
  • Responsible for the relationship with donors regarding the financial aspect, in cooperation with the Fundraising manager.
  • Support the preparation of grant proposals, budgets, and funding reports, ensuring compliance with donor requirements.
  • Ensure adherence to internal controls and work closely with the Internal Control Officer to monitor compliance, identify risks, and implement corrective measures.
  • Monitor cash flow, manage banking relationships with banks, suppliers, and other financial partners, and ensure adequate liquidity to meet organizational obligations.
  • Stay updated with relevant financial and procurement regulations, trends, and best practices, and propose improvements to enhance financial operations.
  • Supervise and mentor finance and procurement staff, promoting their professional development and ensuring their adherence to financial policies and procedures.
  • Any other task that has been assigned by the manager according to his specialist field.

Academic Qualifications and Experiences:

Bachelor’s degree in finance, accounting, or a related field.

Requirements and Skills:

  • Extensive experience in financial management, procurement, and budgeting within an NGO or similar organization.
  • Strong knowledge of the laws, regulations and requirements of the host country.
  • Strong knowledge of financial regulations, accounting principles, and procurement best practices.
  • Ability to travel worldwide (Especially to and from Türkiye)
  • Deep understanding of the requirements of European and American donors, as well as the auditing requirements according to European, American, and Turkish standards.
  • Proficient in financial software and systems, with excellent skills in financial analysis and reporting.
  • Strong leadership and managerial abilities, with the capacity to supervise a team effectively.
  • Excellent communication and interpersonal skills to collaborate with diverse stakeholders.
  • Attention to detail, analytical thinking, and problem-solving skills.
  • Ability to handle multiple tasks, meet deadlines, and work under pressure.
  • Strong English language skills in writing, reading, and communication with donors.
