IHL Trainer Consultant – Dnipro, Ukraine (National consultant)

Mission

In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Role

The main activity of the Trainer is conducting trainings on International Humanitarian Law (IHL) and compliance with IHL norms in military conflicts for various target audiences (local and international civil society/NGOs; stakeholders on the ground; weapon bearers, communities; civil, military and state authorities) with the priority target audience being weapon bearers and combatants. IHL trainers work under the guidance of Project Coordinator and Head of Programs and in close coordination/collaboration with the Legal and Policy Advisor, and in accordance with the work plan, budgets, donor requirements and internal procedures of the Geneva Call.

Core responsibilities and main activities

Core Responsibilities:

The implementation and management of project(s) in accordance to the work plan, budget(s), donor requirements and internal procedures.

1. Planning, Implementation, Training, Coordination & Reporting

  • In cooperation withthe Legal and Policy Advisor and other GC IHL Trainers , organize and conduct IHL trainings to different beneficiaries. First beneficiaries are weapon bearers, as for instance TDF units, DTFG and other volunteer battalions under the command of the Ukrainian Armed Forces. Second beneficiaries are civilians such as police officers, CSOs, volunteers delivering humanitarian and population living in conflict affected oblasts;
  • In cooperation with the Legal and Policy Advisor, assist in the development and adoption of Geneva Call’s training material according to the respective audience of the training;
  • Responsible for quality project implementation and monitoring of training delivered in accordance with Geneva Call and donor work plans, budget and procedures.

2. Communications & External relations

  • Provide material (photos, videos, stories from the field) about the project and report timely to showcase project outcomes and acheivements;
  • Support implementation of communications strategy including contributing to the production of external communication materials, activities, campaigns, events and other initiatives.

3. Other Duties

  • Attend and represent GC as required at conferences, seminars and other fora of interest to the organization;
  • Perform any other tasks as assigned by the line manager.

Main qualification and professional requirements

Education

  • Completed Degree of Higher Education in relevant fields such as Political or Social Science, International Humanitarian Law or Human Rights, or equivalent University Degree is an asset.

Technical skills

  • IT Tools (MS Office, Excel, email);
  • IHL knowledge, or knowledge in International Public, International Criminal law, national public or criminal law or political sciences / International Relations;
  • Able to share knowledge and explain technical concepts;
  • Combat/volunteer experiences are a strong asset.

Work experience

  • Any military or law enforcement experience (DTFG, TDF, UAF, Police, border guard, special police forces, etc.;
  • Any volunteer experience in charity, volunteer organizations or civil society organiazations;
  • Experience with international organizations is an asset.

Languages

  • Required: Ukrainian
  • English is an strong asset
  • French, Spanish, Polish or Georgian is an asset

Personal qualities

  • Understanding and respect for organizational principles, vision, mission and confidentiality;
  • Strong logic and organizational skills, flexibility and adaptability to change;
  • Ability to take responsibility, proactive and efficient functioning, strong communication skills;
  • Ability to work in a team and multicultural environment.
