National Project Officer -CCCM(NO-B)

Overview of position

The IOM Somalia mission is implementing frontline activities as well as taking the lead in coordinating the Camp Coordination and Camp Management (CCCM) cluster to improve the coordination, delivery, and monitoring of humanitarian services to vulnerable populations living in communal settings.

Under the direct supervisor of the CCCM Programme Manager, and the overall supervision of the EPC Senior Programme Coordinator, the National Project Officer (CCCM) will be responsible and accountable for the implementation of operations aspects of the CCCM programme, promoting durable solutions and ensuring adequate community owned delivery of services to sites hosting internally displaced persons.

Role objectives

  1. Lead the CCCM field teams to activate in new areas, launch new activities, and/or continue implementation of service monitoring, coordination, community participation, and accountability activities in existing or new sites, identifying and referring gaps in services and standards.
  2. Support the development of CCCM field teams through the provision of a robust and relevant training and capacity building strategy.
  3. Promote self-determination through participating in and leading discussions on transitional or durable solutions with all stakeholders; including active engagement with local authorities and community members to design adaptable site relocation strategies.
  4. Represent the IOM CCCM programme in field level strategic dialogues and field coordination mechanisms in all areas of direct implementation, as required.
  5. Strengthen systems of site governance, community participation, women’s leadership, and maintain an effective coordination system of service provision in active IOM CCCM locations.
  6. In coordination with the site development team, implement small-scale mitigation works, map safety risks, and other hazards at site and area level.
  7. Build and maintain effective relationships with national/local authorities, states institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange.
  8. Liaise closely with the CCCM Cluster, providing technical inputs to strategy documents, and contribute to the development of contingency planning based on likely scenarios of future population movements.
  9. Closely monitor and report on specific aspects of project implementation; including resource utilization, logistical and administrative arrangements, service delivery, quantitative indicators, and programmatic impact; identify problems and propose actions to expediate the delivery of inputs.
  10. Design, develop, and implement a detailed field level implementation plan, ensuring close attention to community participation and accountability.
  11. Manage, lead, and provide operational oversight of a large diverse field team working in complex environments across multiple locations; ensuring safety, security, welfare, and support.
  12. Draft and review project documents as required, including contributing to the development of new projects by selecting and summarizing key contextual information and target CCCM activities.
  13. Perform such other duties as may be assigned.

  • Practical experience in CCCM programming and direct implementation of emergency programming in humanitarian context.
  • Demonstrated record of field and operational experience at an international level in site-based responses, alongside knowledge of logistical and procurement arrangements.
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs – experience in the region is an asset; and,
  • Knowledge of political and migration context of Somalia.
  • Strong computer skills, in particular use of MS Office package and data collection apps including Kobo Collect and ODK.
  • Excellent reporting and communication skills
  • Knowledge of multi-sectoral programming beyond CCCM, namely WASH, S/NFI, Nutritional, Health, Food Security, and Cash-Based Programming
  • Experience in CCCM at an operational level, in emergency and conflict environments; significant CCCM technical experience to guide and lead the CCCM programme teams
