NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Generic responsibilities
– Implement NRC’s systems and procedures at area level
– Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
– Prepare and submit reports and analysis
– Ensure proper filing of all support documents
– Support line managers in procedures and require Finance team trainings
– Management of Finance team
– Ensure that the accounting, monitoring and reporting are according to procedures
– Support project staff in financial matters
– Maintain budget control and monitor cash flow for the area

Specific responsibilities
– Lead on the financial monthly closing of accounting books.
– Closely monitor the level of expenditure and allocation of expenses to current projects, providing monthly Budget versus Actual reports to be discussed with Senior -Management.
– Ensure effective cash flows, preparing forecast of expenditures and submitting monthly cash requests to Head Office.
– Provide finance verification of purchase and payment request up to their authorization limit.
– Support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted.
– Elaborate, Monitor and Update Master Support Budget, identifying funding gaps and allocation of costs to existing donors.
– Ensure quality financial support to project implementation.
– Build the capacity of the Finance team and provide training for non-financial staff.
– Review and update Standard Operating Procedures in Finance if relevant changes in Operations happen.
– Lead on preparation and assistance on Internal, donor and/or External Audits and other financial documentation revision from any external body.
– Any other tasks related to Finance that may be necessary as shared by the line manager.

Qualifications

Generic professional competencies:
– Experience of 3 years working in a senior Finance role in a humanitarian/recovery context
– Previous experience from working in complex and volatile contexts
– Documented results related to the position’s responsibilities
– Knowledge about own leadership skills/profile
– Fluency in English, both written and verbal

Context/ Specific skills, knowledge, and experience:
– Bachelor’s Degree in Accounting, Business, and Administration or finance-related fields.
– Knowledge of the Agresso Accounting System will be an asset.
– Experience in working with external donor funding.
– Capacity to work under pressure and meet tight deadlines.
– A previous leadership role is desirable.
– Training and capacity-building skills.
– Result-oriented behavior.
– Excellent skills in Excel.
