Background Information

Oxfam has been operating in Myanmar since 1999, working directly and through local partner organizations to reduce poverty, inequality and meet the humanitarian needs of 450,000 people across the country. Oxfam works with women’s rights organizations, civil society organizations (CSOs), and national and international consortia and is committed to taking a rights-based approach in all that it does. The rights of women and the promotion of gender equality is at the heart of all our work in Myanmar.

Background of the Project

Under the project named, “livelihoods and resilience support to conflict affected youths, women and men living in remote areas in Kachin State” funded by Germany’s Federal Ministry of Economic Cooperation and Development (BMZ); WPN, KWA, KBC, BRIDGE, Alinn Banmaw and Oxfam in Myanmar are forming partnership for 3 years with common goal for increasing resilience of vulnerable communities and local humanitarian actors to protection risks associated with conflict and displacement. This project addresses some of the most important needs of conflict-affected persons in remote, mountainous parts of Kachin State through sustainable livelihoods, safe physical and social spaces, effective accountability mechanisms, and locally based gender expertise.

Outcome 1. Vulnerable communities living within IDP camps in Kachin state have safe physical spaces and services in place to mitigate and address identified protection risks

Outcome 2. Youths, women, and men in IDPs camps and conflict-affected communities have stronger and more sustainable livelihoods

Outcome 3. IDPs influence services and assistance being delivered within their communities**

Outcome 4. Local humanitarian and development organizations have access to increased localized gender and protection expertise

The project aims to achieve four specific objectives within the project timeframe and the final objective intends for local humanitarian and development organisations in Kachin State to have access to localised gender expertise. The project focuses on organizational capacity building because strong women’s rights organizations and civil society organizations are key agents of change in determining the direction of change in their societies. Therefore, under outcome 4, Oxfam seeks to strengthen the capacity of women’s organizations and other partner organizations to defend and promote the rights, priorities, and interests of women and to advance gender equality. Oxfam recognizes that each partner is distinct, operating in its own context and with different levels of capacity. Therefore, for organizations to effectively promote gender equality and women’s rights in their programs and advocacy works, we must acknowledge and seek to address gender bias and other power imbalances within their internal structures and processes.

Objectives of the consultancy

The Gender Audit and Policy Consultant will play a key role in facilitating a workshop to foster an organizational culture shift through an organizational gender audit, alongside formal organizational gender equality policy.

Job responsibilities

The Gender Audit and Policy Consultant’s purpose will aim in developing a step-by-step guide to develop a gender policy for the partner organizations. This will cover enhancing the skills of the partners to conduct a gender analysis of their own organization as a part of the preparation of a gender equality policy. The organizational gender analysis/audit is one of the key steps involved in preparing a gender equality policy and it is also a way of finding out about staffs’ attitudes towards gender issues and staffs’ experiences in order to establish whether or not there is a need to develop a gender equality policy. The Gender Audit and Policy Consultant will work closely with the Oxfam’s gender program adviser and other respective program staffs from Oxfam in Myanmar. The consultant is responsible for:

  • Develop the gender equality policy guideline to assist the process of developing a gender equality for the partner organizations
  • Develop a step-by-step methodology for conducting the organizational gender analysis/audit to internalize gender equality in policies and practices
  • Design a workshop agenda, and facilitate the workshop with selected Oxfam’s partners working on the gender and humanitarian related issues
  • During the workshop, lead the process of unpacking and understanding how to conduct an organizational gender analysis/audit and how to develop a gender equality policy by using the findings of the gender analysis/audit
  • Share the workshop report including the guidelines on the gender equality policy development and the gender analysis/audit

The GBV specialist will remotely develop the workshop agenda, guidelines, and power points in English language but the finalized version should be signed off by Oxfam’s gender program adviser. The translation of the necessary handouts will be translated into Myanmar language by Oxfam in Myanmar.

Job Requirements

  • Proven significant experience in organizational gender audit, gender mainstreaming and excellent experience in developing gender policy
  • Considerable experience in the design and implementation of the gender transformative organizational changes
  • Excellent understanding of conflict dynamics/sensitivity in Kachin State and vulnerabilities of conflict-affected communities as well as related safeguarding and protection considerations
  • Working knowledge of Do no Harm approaches
  • Demonstrated inclusivity and respect for diversity, sensitivity to cultural differences
  • Experience and ability to lead interactive online training
