Gender Equity and Inclusion Specialist, Strengthening Democratic Governance

Counterpart International is seeking applications to support the Strengthening Democratic Governance (SDG) program in Tegucigalpa, Honduras. This is a 5-year Task Order (TO) under an Indefinite Quantity Contract (IDIQ) focused on building an effective, transparent, accountable, and citizen-responsive ecosystem in Honduras.

Under the supervision of the Objective 3 Lead/Task Order Component 2 Lead, the GESI Specialist will ensure that gender and social inclusion is appropriately integrated into IDIQ and TO activities, methodologies, and approaches in a manner that is results-oriented. The GESI Specialist will provide leadership and technical guidance to the project team, its grantees, and other partners by providing technical leadership in design and delivery of gender-related training and mentorship and ensure that the project goal, objectives, and targets for gender are successfully achieved.

The GESI Specialist is a full-time position based in Tegucigalpa, Honduras with possible travel to other districts where the project is implemented, such as San Pedro de Sula. They will manage all Counterpart’s GESI related activities under TO #1.

Responsibilities

  • Lead the development of a GESI Analysis and Action plan aligned with USAID’s Gender Equality and Female Empowerment Policy, ADS 200mab and 205, that will address TO#1 as well as areas of emphasis for future TOs under the IDIQ.
  • Conduct data collection and analysis for the GESI Action plan and present findings to Counterpart, Prime, the Localization Advisory Board, and other actors as requested.
  • Support the development and implementation of the GESI Action Plan that includes recommendations to adapt IDIQ and TO implementation to address gaps, establishes a process for capturing unintended consequences, and integrates GESI considerations into its internal operations and programming with government and civil society (CSOs, private sector, academia, media, and others) across the IDIQ and TO components, to increase the impact for women and other marginalized populations (e.g., LGBTQI+, the disabled, Afro-indigenous) and improve sustainability of different interventions.
  • Work closely with Obj. 3/Component 2 Lead to ensure that gender and social inclusion approaches are integrated in activity planning, implementation, and MEL activities to include the voices of women, youth, and other marginalized groups.
  • Ensure the Activity documents include any observed unintended gender-related consequences of the Activity and address them if a viable solution exists.
  • Train all TO staff and provide them with resources on GESI to implement and report on the activities and indicators.
  • GESI Specialist will provide his/her expertise to the team, government, and civil society partners to ensure gender integration and implementation of activities, which may include things such as considerations for gender and youth budgeting and auditing under Objectives 1 and 2, or gender considerations in the implementation of the OGP NAP, specific gender training or policy development under Objective 3.
  • Provide technical assistance to grantees or other stakeholders on GESI related matters, that could include: trainings on implementing GESI in their Human Resources practices, supporting partners and grantees to mainstream GESI across their activities, or providing assistance on collecting GESI related data for advocacy or MEL reporting.
  • Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of progress, quarterly, and final program reports. Identify and as requested, write impact stories on GESI-related issues for USAID.
  • Collaborate with the MEL and OD/TC teams to ensure performance and related indicators used for GESI are appropriate and reflective of the Prime and USAID regulations.
  • Support with the implementation of broader Activity tasks as required for the success of the Activity.
  • Other duties as assigned.

Qualifications

  • University degree in international development, international relations, women’s studies, public administration, or a relevant field.
  • Minimum of five (5) years related experience in gender programming with a specific focus on civil society strengthening, including conducting analyses, action planning, making recommendations, and reporting.
  • Experience working in gender programming on a donor-funded development project, preferably USAID.
  • Experience conducting in-depth gender analysis and developing recommendations and action items based on findings.
  • Experience working to promote and develop gender-sensitive human resources policies, procedures, and practices.
  • Experience imparting internal and/or external gender training to mainstream gender programming and sensitivities across institutional practices and programming.
  • Experience developing and tracking gender-related indicators for donor-funded programs.
  • Experience working to develop and implement programming that supports women and members of marginalized communities to participate in civil society and public dialogue.
  • Excellent organizational, analytical, oral and written communications skills.
  • Ability to work well in a team environment and individually with limited supervision.
  • Advanced oral and written communication skills in English.
