Integrity Promotion Advisor (for Ukraine nationals)

DAI is seeking highly qualified candidates to occupy full-time Integrity Promotion Advisor position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

PROJECT BACKGROUND

The USAID Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:

  • Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.
  • Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.
  • Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

POSITION DESCRIPTION

The Integrity Promotion Advisor will lead project activities to strengthen and promote integrity policies and standards in government, the private sector and society in Ukraine. S/he will work with key anti-corruption, accountability, and public service agencies, improving their integrity policies and standards based on international best practices and helping them promote integrity throughout government. S/he will also support civil society organizations in holding government accountable to integrity standards and promoting integrity in the public.

KEY DUTIES & RESPONSIBILITIES

  • Lead project activities to strengthen and promote integrity policies and standards in government, the private sector, and the public in Ukraine.
  • Contribute to the activities in supporting the implementation of anti-corruption, good governance and integrity reforms linked to Ukraine’s EU and OECD integration and Ukraine’s National Anti-Corruption Strategy for 2022-2025.
  • Support activities related to institutional strengthening of key anti-corruption and accountability institutions including the development of organizational development and institutional resilience strategic plans under the current martial law and future post-war operations.
  • Support the National Agency for Civil Service and other government agencies in efforts to promote integrity in the public service, the development and implementation of effective standards of ethics and integrity and implementing integrity-based civil service recruitment and management policies.
  • Contribute to the development and implementation of the integrity promotion and behavior change training programs and other activities for different levels of the government.
  • Support the strengthening of the capacity of the National Agency on Corruption Prevention (NACP) to enable it to promote integrity in public sector and effectively carry out its key functions, including, but not limited to, collection and verification of asset declarations, oversight of conflicts of interest, whistleblower reporting and protection, corruption risk assessment and other functions.
  • Support project activities on strengthening capacity and effectiveness of Authorized Anticorruption Units (AACU) in promoting integrity in their institutions.
  • Support activities of strengthening Authorized Anti-Corruption Units in governmental and self-governmental institution bolstering their independence and effectiveness.
  • Support institutionalizing integrity standards in national, regional, and local reconstruction agencies and reconstruction processes.
  • Support civil society organizations in developing and implementing activities to keep government accountable for adhering to integrity standards, promoting integrity among the public and incentivizing citizens not to tolerate corruption.
  • Contribute to policy analyzes and the development of analytical studies and documents in anti-corruption, integrity, and accountability field.
  • Provide technical oversight of the performance of the project grantees, sub-contractors, and consultants to ensure timely and quality implementation of the activities in line with project objectives and standards.
  • Contribute to developing project deliverables and reports including but not limited to project work plan, performance reports, project fact sheets, success stories and other deliverables and reports when required.
  • Other responsibilities as assigned by the project leadership.

QUALIFICATIONS

  • A bachelor’s degree, preferably in a relevant field of study, such as law, public administration, or public policy, is required.
  • A minimum of nine (9) years of relevant professional experience, including in the field of public administration, anti-corruption, transparency and accountability or related areas.
  • Demonstrated familiarity with the Ukraine anti-corruption and integrity legal framework, institutional infrastructure, policies, and initiatives.
  • Experience working with key anti-corruption and accountability institutions in Ukraine.
  • Knowledge of international best practices in implementing and promoting integrity policies and standards.
  • Familiarity with and experience working on or in collaboration with USAID- or other international donor-funded development activities in Ukraine preferred.
  • Strong analytical and interpersonal communication skills, and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
  • Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
  • Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
