Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.

Purpose of Position:

The MEL Officer will report to MEAL coordinator. S/he will be responsible in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all projects of Bahar. The MEL Officer will work closely with MEAL coordinator to assess field conditions, support capacity building initiatives, and facilitate the collection of data. S/he will provide technical field support to the field teams in monitoring and evaluation activities with more focus on data management and quality. Additionally, s/he will support follow up of projects’ indicators and implementation of processes, standard operating procedures**.**

Job Duties and Responsibilities:

System Development

  • Reviewing the performance of existing management information systems to help identify potential modifications.
  • Revise tools for data collection procedures of Bahar’s projects (e.g. logical framework, project performance tracking, indicators, data flow chart.).
  • Participating in developing framework and procedures development for the monitoring and evaluation of Bahar’s projects.
  • Define and design instruments for measuring key project performance indicators, Objectively verifiable Indicator and outcome as well as monitoring them throughout the duration of the assigned projects.
  • Keep abreast of developments in projects changes and progress in order to advise and recommend tools and strategies to increase projects performances and results.
  • Support the MEAL coordinator on ways to properly document, organize and capture projects’ progress.

Data Management and Analysis

  • Keep abreast of developments in projects changes and progress in order to advise and recommend tools and strategies to increase projects performances and results.
  • Suggest ways to facilitate data collection and the flow of data.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Provide supervision for data entry on the field, clean data and conduct data analysis.
  • Preparing and sorting received documents and identifying forms that need to be entered.
  • Ensuring accuracy of entered data and comparing it with the existing hard copies to make sure all records are consistent and aligned.
  • Support in reviewing and checking of data generated being in line with the MEL reporting requirements.
  • Support the analysis of data is in line with the M&E framework.
  • Designing of the questionnaires using data collection software (KOBO, CTS, …).
  • Conduct data quality checks for the field data and ensure accuracy and compliance with requirements.
  • Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data.
  • Analyze changes and patterns in indicator data and performance reports in order to support the projects.
  • Support the MEAL department to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.

Communication and Reporting

  • Supporting the department in donor reports to ensure high quality reports are submitted on time for this grant/program.
  • Assist MEAL coordinator and Manager in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation.
  • Review and analyze weekly reports with the MEAL coordinator to identify the causes of potential bottlenecks in project implementation and to enhance quality of data.

Academic Qualification/s and Professional Experience:

  • Bachelor’s degree (preferred) in Statistics, Development studies, social studies or its equivalent experience with a formal qualification of data management.
  • Minimum of at least two years of experience in implementation of monitoring, evaluation and research.
  • Advanced computer skills in Excel, Word processing, Database management, SPSS or other statistical package and Demonstrate excellent skills in data analysis.
  • Advanced skills in designing questionnaires using data collection software (KOBO, CTS, …)
  • Good writing and verbal communication skills in English.
