Results Monitoring Contractor (RMS)

The Monitoring Specialist (RMS) will primarily focus on supporting the implementation of RMS by developing guidance and tools, designing and delivering capacity development initiatives and global communication on the RMS.

The ideal candidate is passionate about data and evidence-based programming, confident in communicating with a wide range of internal audiences including survey specialists and senior managers, and is skilled in explaining complex conceptual and methodological issues to non-technical colleagues.

By supporting the CATM activities related to monitoring and indicators, the incumbent will make an important contribution towards UNHCR’s strategic ambitions to reform the agency’s approach to results-based management; helping us to better protect people forced to flee.

Under the supervision of the Senior Programme Assessment and Analysis Officer in CATM, and working in close collaboration with DSPR, GDS and other stakeholders, the Monitoring Specialist (RMS) will be responsible for the below described tasks.

  1. Monitor global implementation and support development of the Results Monitoring Surveys (RMS).
    a. Develop hands-on guidance and tools to support RMS implementation management for various audiences, including non-technical staff.
    b. Design capacity development plan for the RMS as part of the DSPR capacity development strategy, and develop interactive learning materials for online and face-to-face events integrated into broader strategies to promote upskilling and behavioural change for results-based management and data literacy.
    c. Develop digestible content in support of RMS global internal communications for various audiences and at different levels of seniority.
    d. Keep track of RMS scale-up implementation and prepare regular status updates.
    e. Document, analyse and integrate feedback and lessons learned into further RMS scale-up design and ensure synergies with other survey programmes.
  2. Provide guidance and support to Regional Bureaux and country operations on RMS planning and implementation.
    a. Provide technical advice and coordination support to Regional Bureaux RMS focal points and seek regular feedback on RMS implementation.
    b. Assist Regional Bureaux RMS focal points in supporting country-level teams as required, focusing in particular on defining survey scope and exploring potential for survey integration when planning RMS as well as joint data interpretation and systematic use of data to inform and improve planning, programming and advocacy.
    c. Design, deliver and support online and face-to-face information and capacity development events on the RMS.
    d. Ensure systematic sharing and use of RMS guidance and tools.
    e. Manage the RMS Teams community, facilitate regular global RMS experience and good practice sharing.
    f. Carry out RMS support missions as required and agreed with Regional Bureaux.
  3. Provide additional support to the Common Assessment, Targeting and Monitoring team and contribute to internal coordination as well as inter-agency collaboration initiatives.
    a. Support results indicator guidance development and review, with particular focus on survey-based indicators, in close collaboration with indicator focal points in Headquarters Divisions.
    b. Monitor quality of multi-year country strategy Monitoring & Evaluation Plans, with particular focus on means of verification, ensuring overall methodological coherence.
    c. Support CATM-led capacity development efforts and contribute to design and review of policy, guidance, tools and communications.
    d. Participate in relevant team meetings.
  4. Required level, qualifications and work experience:

Level of responsibilities required (mark as appropriate) for individual contractors and fellows: mid-Level Support.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

• Minimum Masters’ degree in Social Sciences, Data Science or another relevant field.
• At least 5 years post-Master relevant experience working in results-based management, monitoring and data management including surveys, or related field in an international development and/or humanitarian context.
• Experience in design and delivery of capacity development activities.
• Experience in managing online communities of practice is an asset.
• Field experience and knowledge of UN development or humanitarian actors more broadly and understanding of the principles and concepts of international protection and UNHCR specifically is an asset.
• Excellent data and overall analytical skills.
• Excellent communication and writing skills in English, working knowledge of French would be an asset.
• Strong interpersonal, planning and coordination skills.
• Pro-active personality and ability to work both independently and in teams.
